do an advanced search, for completed sales for a Velocity. it's the only one sold. 21,K for mild damaged velocity.

Methinks that it's only a deal for a Tom. How could a non-A&P even hire someone to legally do the repairs? With the original repairman "retired," who can work on it? Certainly not a new non-A&P owner.

(I wonder if this is one that hired out the build in the first place.)

Anyone can work on an experimental. The repairman certificate is only required to do the annual (or any A&P).
 
It is an EAB. Anyone can work on it. An a&p can do the condition inspection. Probably have to fly off some more phase 1 hours after repair.

I was told they pay the insurance companies what the instruments and radios are worth.

I doubt they paid this owner any more than that.

You can bet they made money.
