That is indeed a sad story I'm a big dog fan.

I'm betting there is some mental illness involved here so a good evaluation and treatment may help put a permanent end to this happening again with this woman.

How long did starvation take? That's a horrible way to die.
 
The story doesn't give a lot of details, but this sounds like a pretty typical hoarding case. Someone who is well-intentioned and doesn't want the animals to die is unable to accept the fact that he or she is unable to care for the number of animals in his or her possession. Sad for all involved.
 
I had a case a couple of years ago where the woman had taken every stray cat she found. She wouldn't let them go to a shelter because she was afraid they would be put down.This woman even had a children removed from the house and still didnt want to give up the cats. After several tries I convinced her to let me take them. I took 75 cats out of a two bedroom house.
