At least, it was never widely used back in the olden days, and is not well-ingrained in the habits of a lot of old codgers who are more accustomed to "su" and root shells.
As I see it, when God had something to say, he parted the clouds, issued some pronouncements in a deep, resonant voice, then, when finished, he closed the clouds again. He didn't work the clouds like morse code on a signal lamp, opening and closing with each pronouncement. He didn't hand the keys to the clouds to some underling, delegating the authority to make pronouncements on selected topics.
