raised threshold lights

Our local airport got a makeover with a new runway surface and lighting. The threshold lights are on stands that elevate them about 24" high. Seems strange to me that they wouldn't be installed in cans at ground level. The markings are not on the pavement yet, and I assume before the lights will be a displaced threshold. I've seen this at a number of places. In fact, I've seen more this way than any other way. And the lights will NOT be a displaced threshold.

FYI: It's part of the current airport FARs. This was brought up at other airports also. One contractor provided the links below. Displaced thresholds put the lights in a different position.

Any pavement before the lights will be a blastpad or overrun, not to be used by aircraft. Elevated lights are common and normal. Flush mounted lights are only used in pavement designed to be used by aircraft.

Yup. It'd be hard to see the lights from the other end of the runway if they were at or below runway level. And, of course, the possibility of snow in most of the country. Or even grass clippings!

Oh, its been done. I had to go "rescue" a CH-46 that hit the threshold lights at Crow's Landing (many moons ago). After a temporary fix to one main mount, it had to be ferried back to North Island for a depot level repair to the stub-wing.

I think that aircraft commander got negative points...
