Anyone know what is behind this no-notice security TFR south of Homestead General?

5000-3 isn't a Presidential TFR (always 18,000-10/30), and the non-Presidentials are normally 3000-3. Also, this doesn't have the usual exemption for 121 and other full security carriers. Sounds like something unusual is going on.

Given the latest info, I'll guess it was a law enforcement action in progress, and the situation has been resolved.

TFRs for law enforcement purposes (hostage situations, etc.) are normally established under the provisions of 91.137, Temporary flight restrictions in the vicinity of disaster/hazard areas. This TFR established National Defense Airspace under 99.7, Special Security Instructions.
 
It was for President Obama who, after speaking at KSC, went to south Florida for a fund raiser.

Wrong. This is the one for Obama's event in Miami. Note that it started at 1600 EDT.

The one in question was a small (3 nm radius up to 5,000 msl) TFR about 30 miles from the center of the Obama TFR. It was issued this morning "with immediate effect" and was cancelled about 1400 EDT.
 
These things remind me of presidential and other VIP motorcades in and around NYC. Seems to me they make the president a sitting duck.

I've always wondered if it wouldn't make more sense to put the President in the back of a yellow cab driven by some guy from Lower Slobovia, with the cab wedged between a sanitation truck and a roach coach front and rear, a rickshaw with a load of bootleg DVDs on the left, and shish kebab cart on the right. He'd blend right in with the rest of the traffic.

That location appears to be in a swamp almost in line with the N-S runway centerline for the Homestead GA airport.

Purely speculation, but a check the FAA incident reports in the morning might have more info.

Yes, just like the police officers who "magically" appear along the President's route 30 minutes before he's scheduled to drive through. And they're not even secretive about it. I noticed this once in D.C. and asked one of the cops - "oh yeah, Bush's gonna come through here" .... 30 minutes later, he did.

What sort of incident do you think might have prompted a TFR based on §99.7?
 
One involving a hazardous or sensitive cargo?

Could even be military, where there would likely be no FAA incident report.

Hazardous cargo might result in a TFR under §91.137, but not §99.7. "Sensitive" cargo might do the trick, though I don't know what would be that sensitive. It's unlikely that people in a plane flying over the area would be able to discern what the cargo was. Maybe if it was some sort of secret plane--National Defense Airspace was established when an F-117 crashed before its existence was made public, but I doubt they'd fly such an aircraft around South Florida because people would see it. Also, if the crash were wasn't obvious enough to make the news, why draw attention to it with a TFR?
 
To keep the news choppers and sightseers far enough away to not get usable video.

Also, it wouldn't be the first time the wrong reg was cited to get the desired action.

It was also established when one crashed at an air show in Baltimore, and that was after its existence was made public (you don't get more public than an air show fly-by).

The Baltimore crash site was declared a National Defense Area (and strung up tarps to block people's view), so it would make sense that they used 99.7 to NOTAM the airspace above it.

In yesterday's case, there was nothing in the news about an incident or event in the area. The random Cessna flying over might see something on the ground, but they wouldn't know what they were looking at (other than an crash site) or what secret stuff they should look for. The sensitive stuff could be covered with tarps in case anyone flew over. In this case, the NOTAM seems counterproductive since is it could alert spies and investigative reporters about an event that they didn't know about.
