I'm looking for PDF software other than Adobe. We're still using Win 7 at present.
Any recommendations?

If it's relatively simple stuff, Windows 10.
 
What specifically do you need to do?

MS Office 2013 and later will save as a PDF, and you can use free online PDF editors to insert and delete pages if you need.
 
In addition to above suggestions, lots of mobile apps have ability to "scan" the document and convert it into an editable PDF.

Are you talking about a viewer/reader, a reader with limited editing capability, something which creates pdf output of your Word (and other) documents, or a full blown professional product which does it all including redactions and other enhancements?

IOW, are you looking to replace Acrobat Reader, Acrobat Standard, Acrobat Professional...?
 
This I can say from experience (since I daily deal with PDFs created all over the world): so far, only Adobe Acrobat Pro has been able to do all that we need to do. It's not particularly expensive if you actually need it (ten bucks a month or so, with continuous updates.)
That said, all Office apps will "Save as ... PDF", and Word will clumsily edit them (though PDFs aren't really meant to be edited; it was designed as a universal distribution platform.)
That being said, many in our organization use Nitro Pro.
 
My request was lacking an adequate description.
I had been using Acrobat standard for years primarily for things like editing 337s. Adding pictures and diagrams to the back, stuff like that.
When I went to install it on a new computer I was locked out because Adobe "No longer supported it" They now want to force me to rent the software. I despise the idea of renting software that I had already paid for. (The same thing happened to my wife with her Photoshop software)
I'd like someone else's software that would do the same as Adobe Standard.

Sorry, Paul, you are mistaken if you believe that you have ever "owned" software. You never did, unless you wrote it! You simply purchased a limited license to use it. If you violate the terms of that license you will lose your right to use that software.
I didn't like the subscription model to start with, but my accounted pointed out that I always buy upgrades for certain software, and it was cheaper to buy a subscription. Many companies do this (do you have any newer version of Microsoft Office?)
I do know that old copies of Acrobat should still work on Win7, unless you have a very old copy.
 
If you are starting with a form like a 337 that is already in pdf format and all you want to do is append stuff then I would save my pics, dwgs, etc. as pdf and merge them with the 337 using a free online service.
 
I think early on, we did own software when we purchased it but since then it has become a rental thing as you say. Depending on where you are, what software we are talking about.

Well, that article doesn't quite say it correctly. Essentially, it says that licenses of use can be resold. If you could buy the software, you could disassemble it and modify it and resell copies of that. But you can only resell licenses that you have purchased, for use of the software.

Interesting. I still have Acrobat Pro 9 and have reinstalled it multiple times along with all its updates.

Because of its age and a few other things which are getting wonky, I've periodically looked at the other offerings. The closest I've seen are Foxit and Nitro, with a personal preference for Foxit. Both have free trials. Most Acrobat Standard functionality will be in either, but you will want to look at some of the functionality you use. Even having downloaded both trials periodically, I'd still do that before making a final switch.

(So far, my ancient Acrobat Pro does everything I need and I did some customization I'd need to replicate if possible)

But no pdf modification capability? (merging or removing pages, inserting text)
