I experienced this while "in prison" in Eastern Oregon some years ago. Scared the crap out of me but the guard I was with said it was just a dust storm he had seen before. The top was defined just like this which made it appear surreal.
The facility engineer appreciated that I had included a one touch code to shut down all outside air intakes in the prison. My experienced happened at Umatilla State Prison.
