Need help - Responding to a RFP for master leaseholder at airport

Hello all,
I have been based at Gillespie Field in San Diego for 20 years. 15 of those have been spent at the same hangar facility "Sky Harbor". Our hangar was managed by a master leaseholder until five years ago when the master lease matured and was not renewed. San Diego County owns the 11 acres of land where 123 hangars currently exist and have been managing the facility since 2019. A Request for Proposals was recently released with some supplemental documents to follow.

Current tenants are concerned, myself included, the facility will be leased to either an existing FBO at the airport or a large corporate chain of FBOs. If that occurs, there is a good chance our hangars will be removed and jet hangars constructed. A similar situation occurred at another county owned airport (KCRQ - Palomar Airport) a number of years ago. They removed quite a few t-hangars hangars, added some tie-downs, and a number of jet-centric FBOs were built.

Myself and a business partner would like to submit a legitimate bid to obtain the leasehold, slowly bring the hangar rents to FMV, and continue to provide hangar space for current occupants. I have experience in real estate and property management. My partner has experience in hard-cost analysis of large scale infrastructure projects. I do not have experience in writing bids for airport leasehold.
I understand there is significant competition and the presentation of our bid is as important to the content.

If anyone has a resource which may help us align our bid with the desires of the county's selection committee, I would be very grateful. I am not seeking unpaid assistance and expect to compensate a professional for their time and expertise.

I can’t help, but have you reached out to AOPA to see if they have someone they can refer you to?
 
Because bids may be public record after they are opened, can you get all the prior Palomar docs including the awarded bid, and base your bid structure on that as a possible “winning” template?
 
I write bids for RFPs from municipal governments all the time and I would say rather successfully. It's not a whole lot different to write one for the leasehold I would assume. I'll DM you so we can chat and see if I can help.
