Effective immediately nationwide, all aircraft operations are prohibited except for approved law enforcement and approved military aircraft directly supporting the health care law, approved air ambulance flights, and regularly scheduled commercial passenger and all-cargo carriers operating under one of the following TSA-approved standard security programs/procedures: Aircraft Operator Standard Security Program (AOSSP), Full All-Cargo Aircraft Operator Standard Security Program (FACAOSSP), Model Security Program (MSP), Twelve Five Standard Security Program (TFSSP) All Cargo, or All-Cargo International Security Procedure (ACISP) and are arriving into and/or departing from 14 CFR Part 139 Airports. All Emergency/life saving flights (medical/law enforcement/firefighting) operations must coordinate with the FAA.
The following operations are not authorized within this TFR: Flight training, practice instrument approaches, aerobatic flight, glider operations, parachute operations, ultralight, hang gliding, balloon operations, agriculture/crop dusting, animal population control flight operations, banner towing operations, sightseeing operations, model aircraft operations, model rocketry, seaplane/amphibious water operations, and unmanned aerial systems (UAS).
Any person operating an aircraft within this TFR who becomes aware of an inability to comply with the requirement to continuously squawk the ATC assigned transponder code must immediately request control instructions and comply with all instructions from ATC. If unable to contact ATC, pilots must exit the TFR by the most direct lateral route.

Effective immediately nationwide, all aircraft operations are prohibited except for the following:
Part 91 and 135 operations including but not limited to: Flight training, practice and actual instrument approaches, aerobatic flight, glider operations, parachute operations, ultralight, gliding, hang gliding, balloon operations, agriculture/crop dusting, power and gas line patrol, animal population control flight operations, banner towing operations, sightseeing operations, just flying around (JFA), all GA operations in piston powered aircraft, seaplane/amphibious water operations, local flights, cross country flights, national and international flights, flights within all national non border ADIZ, SFR and TFR areas, model aircraft operations, model rocketry, and even hand or gravity launched paper airplanes. FSDO notification for historic and privately owned military aircraft has been eliminated. Restrictive international border crossing rules implemented since 1990 have been eliminated. All emergency/life saving flights (medical/firefighting) operations must coordinate with the FAA and ATC as soon as practical while operating only to/from the originating airport and the site of the emergency.

The following operations are not authorized within this TFR:
Law enforcement, military aircraft, government officials (including but not limited to AF1), news reporting, and regularly scheduled commercial cargo and passenger flights. All carriers operating under any of the following TSA-approved standard security programs/procedures: Aircraft Operator Standard Security Program (AOSSP), Full All-Cargo Aircraft Operator Standard Security Program (FACAOSSP), Model Security Program (MSP), Twelve Five Standard Security Program (TFSSP) All Cargo, or All-Cargo International Security Procedure (ACISP) and are arriving into, departing from, or overflying US airspace or airports. Part 121 operations (passenger and cargo) are grounded UFN. DHS/TSA operations have been suspended indefinitely.

Any person operating an aircraft that does not meet the requirements of this TFR restriction must remain clear of the affected airspace, exit the airspace by the most direct lateral route, or land immediately at the nearest suitable airport.
