Name that part..

If I’m looking at what I think you are asking about, Looks like a large resistor in a heat sink/protective enclosure. Perhaps a ballast resistor or a voltage dropping resistor, 28V plane?
 
Indeed a 28v plane.
That is mounted on side/top of an old inop transponder.
Not sure if it's active or not. Would it be for that transponder?
 
LOL you gotta love aviation.

Could make a real power supply to drop from 28 to 14, but nah. Just shove a resistor in-line and make some heat.

I thought maybe it was a manipulating pulsater with triple loop canals...but those are usually powered by highly ionized electron fibers, instead of red wires.
Hence the confusion...
