N/A housing/landlord issue

There is whole bunch of rental agency fail here as well. The girls should tell the rental agency to stop bothering them unless there is a fine/real problem. The agency should be placating the owner and not bothering the tenants if the lawn is up to standards.
And throwing in some S lines is awesome.
 
....then what? It's perfectly legal to take photos of people in places where there is no expectation of privacy. It could get more complicated if you subsequently plan to use a photo of someone for commercial purposes, but that's clearly not the case here.

As long as he's shooting from the public street and the people are standing in the yard, he can shoot all day, and legally doesn't need anyone's permission.
Exactly. I once lived in a small town, and one of our village trustees was up to something, so I stood in the middle of the street, and shot away with my DSLR with a 100-400mm lens on it. Oh, and we're talking about lots that are around 50' wide, and 150' deep, in that town. 100-400 can make something take up the entire frame at those distances. ;)

Even with the "power" that he thought he had, there wasn't a thing he could do to stop me.

This makes me glad to live as a owner where this is no HOA.

When we were house-hunting, I told my wife I would not buy a house that has an HOA. And I work for a bank, in a specialty division where our customers are all property management companies, and large HOAs. ;)
 
If the complaints aren't coming back to you, and stop with the property manager when they're not really valid complaints, then whats YOUR complaint? He's allowed to keep tabs on HIS property after all.

The guy does not simply drive by every few days, he stops his car, pulls out a camera, and sits there and takes a bunch of pictures. At least, we think this person is the owner, due to the complaints relayed from the rental agency and the accidental message left by the rental agency person.

Its odd, no? If you were a 20 year old girl, you would be at least a little disturbed by this older gentleman repeatedly stopping his car in the street and snapping pictures.

I'm not sure how many times he has complained to the rental agency but the rental agency has relayed complaints from the owner to the renters that the yard is not being well kept... going to get fined by the HOA, yada yada. We know of zero warnings or fines issued by the HOA.

Sure the guy is not doing anything illegal, but creepy guy taking pictures of your house several times per week was not in the lease. They can move later if they want, but moving is a PITA, and they're stuck in the lease for awhile anyway.

This was my advice to them, as of yesterday it has been done and we'll see if it works.

They will likely file a police report if this keeps up. The rental agency has not acknowledged the owner has been sending them pictures, and no one has met the owner, so we have no confirmation this guy is the owner of the house or not. For all we know its a perv or burglar.

I still say taking his picture while he's taking yours would be a good strategy. The guy sounds OCD. That would likely weird him out, but good.

Plus, if it becomes necessary, you have a picture of the person who has been taking an excessive interest in what is going on at the house.
 
Well if he's engaged in harassment, landlord or otherwise, then document, document, document, and file charges.
 
Due to the harassment your GF no longer feels safe in her own home.

She should call the rental agency and ask for the property owner to install a security system...
 
I have a 1980's humongus SLR camera in the attic at my parents house.. I'll see if i cant dig it out and set it by the door for them to use. Haha.

"dear property owner, on several occasions we have spotted an old and unfortunate looking man snooping about the property and taking photos from his car. We now feel unsafe living here and respectfully request that you install a security system, or we may consider moving to another neighborhood when our lease is up..."

There is a question involved as to whether the lawn is "up to standards". Obviously they aren't up to the owners standards or he wouldn't be bitching. The report of mowing the lawn every week and a half to two weeks leads me to question who is accurate. I know when I was a kid growing up at that latitude I had to mow the lawn and this time of year that was minimum of once a week, twice with extra rain.

whose standard? We don't know what the lease says if anything. Apparently the HOA is fine with the lawn care. If the owners standard is higher then a HOAs they aren't cut out to be a landlord. And if they haven't addressed it in the lease too bad. The owner should in the future higher a landscaping company and eat the cost or roll it into the rent. 'damn it I keep calling the flight school and telling them to stop letting students bounce my leaseback C-150':rolleyes:

The owner of the property obviously because he's complaining about it. How long does it take to mow the freakin front yard once a week? I'm still not getting why someone would rather deal with all this than just mow the grass some more.

The guy is grumpy over 1/4" of grass, if he is that tightly wound he needs to mow himself, hire someone or have it spelled out in the lease.

A week usually ends up considerably more than 1/4" this time of year. Just set the wheels on the mower lower and cut it tight, whatever. To play this banal game though makes neither side look particularly mentally acute.
 
This is honestly the first time I have ever measured grass. A new low for me, you could say.
 
the better solution to these guys is ask:

"what, precisely, do you want me to do?"

He prob has no idea - he's an old guy with an inflated sense of what he wants a rental starter home to look like - its 2012, not 1955 . . . geesh
 
It sounds to me like he want's the grass cut more since that's what he keeps saying...:dunno:
