Does this hoze the Air Tour that the Inflight Training guys had planned for a trip up to Princeton? I didn't read the TFR, does it shut things down completely? Can you get in/and out IFR?

Typically you can arrive or depart to/from any airport that's not in the inner ring as long as you are on a flight plan, get a clearance and discrete code, and head away from the inner circle. I have departed FCM under similar circumstances more than once. Unfortunately in this case the inner circle is just large enough to cover FCM, MIC, SGS, and STP.
