I’ve got several trips to Fresno in the coming months and I’ll be departing after 10pm local each time when both Ross and Signature are closed w/ call out after hour $$$$$ fees.

Anyone know if it is it possible to park at general aviation / transient and get access to the tarmac?

One time I had to get on the ramp at Fresno after hours and I called the police that let me on the airfield.
 
You could go to chandler, not the best side of town though
 
I called the Sheriff out of SNA when I was trapped inside once, worked but probably not a long term solution :)

I'll check Chandler, I assume it is fenced off and access via FBOs.

Given that Fresno is a Class C and served by several part 121 carriers, it's doubtful there is any un-escorted access unless you have an airport badge.

Call the airport manager after hours and ask to be let in, since they can't deny you access to your own plane. Grant assurances and all.

They are not denying access if Signature or Ross will let you in. It may cost, but there is no denial of access. If you've ever been badged for a 121 served airport, you know the rules. I seriously doubt the airport manager will let someone in at 2 AM and stand there with the owner pilot until that aircraft is airborne. But that's how it would have to be to keep the TSA happy.

You are supposed to be able to have have free access if they take grant money. A call out fee is not free access.

Nor is a landing fee. But many airports have them.

FAA grant assurances only require access. Not fee-free access. They do require that airports be as self sustaining as possible which can mean fees to pilots and owners. Try parking at Signature/Atlantic/Ross/Cutter without paying a ramp or parking fee before going back to your plane to depart.

And airports that take grant money are supposed to allow for transient parking without having to use an FBO which means they have to allow you to get in and out without using an FBO. This is done by (shocked face) calling the airport manager.

Chandler is much more of a community style airport. My guess is there is a gate with a code.

Imposition of landing fees requires all kinds of bureaucratic reasoning before they can be imposed, which is why you so rarely see them.
