I have an older iPad, but curious if there is a certain generation or software level to run appropriate avionics software for flying?

Does it matter if it's activated on cellular or not?

That's a bit of an open question. There are a variety of apps out there, some better than others. The most common one for the iPad is Foreflight. They have a page that lists requirements on their site - the oldest they list IOS 9.3.5 for iPad 2. Garmin Pilot requires IOS 17.4 or higher and somewhat newer iPad models.

You don't need cellular activated. You don't need a cellular version of the iPad at all, really, except that the GPS receiver is built into the cell chip so if you don't have a cellular one you don't get GPS positioning from the iPad. You can, however get that from an external ADS-B unit like a Stratus or Sentry.
