Is it strong enough and tight enough to support the 30-pin adapter with the older 30 pin Bad Elf GPS on top of the adapter if I was to buy a wifi only mini retina? Thanks

It should be.

To be extra sure I'd get the 30 pin adapter with the short cable and not the one that goes directly in to the 30 pin connector.

I was thinking about the cabled one also but was not sure if it would rest on the glare shield well enough. hmm, could just tape it to the ram mount. hmmm. Trying to save a few bucks.

I made up my mind on today's flight that the big ipad is too big but I wanna recycle my Bad Elf if I can.

The lightning to 30 pin adapter with cable is a good idea. I have one for charging, but don't use it while flying as I use a Stratus.
 
If you have a case on your iPad Mini then you need the 30pin connector with a cable. The small square adapter doesn't fit many cases (if any).
