My thought, but you gotta figure if the DOD wanted it to fly they'd figure out the self contianed power and control thing in no time. The research here was on the control and motion. I'd bet they saw the portability requirement as a no brainer.

They really have insect-sized flying robot spycams.

I also saw this demo quite a few months back.
