yes floundering the horse like that isn't a nice thing to do. they can break a leg doing that.
 
Did they specify the TBO for the drive mechanism and tubes?
 
But they're not very good at rolling over rocks. And the Rocker/Bogie system that the rovers use also do a good job of minimizing deck angle and increasing stability when rocks are rolled over.

I've seen an amphibious tractor/bucket hoe like that in the oilfield.
