I call shenanigans. You'd have to dial 9+911 to get the cops.

I suspect that some phone systems would route the "911" as 9 + 911. It would seem like a decent safety idea for the times where someone is in a desperate panic trying to call 911.
 
I'm not sure how the phone systems work there, but I would suspect that 911 would get routed to outside line (9) and 911 ... like Jesse suspects - safety feature? I know Tammi - this wouldn't be a BS email ... if she says the cops showed up, they showed up.
 
Used to happen to often at one place I worked. The sales staff had to fax quite a bit of stuff to an office in Tulsa Ok (918) area code. It's easy to accidentally hit 9911 instead of 9918 if you're in a hurry. The boss ended up programing all the fax machines and sending out a threat of castration for the next offender.
 
I worked at a company where the CEO had the extension x1900.

During the .com boom, we got a company memo saying "Calling 1-900 lines is prohibited workplace conduct, and dialing the 1900 extension will get you Michael's office"

I was floored.

It happens if you get finger stupid.
We were mass faxing purchase orders internationally one day and the police called my boss asking what the heck was going on. All they knew was that someone kept dialing 911 and hanging up.
It turned out that one of the people I work with dialed 9911 instead of 9011. The fax machine had it spooled up with something like 100 other faxes and kept calling 911 over and over and over and over. It took us forever to cancel the silly thing.

911 said it happens occasionally but I bet there was a few tense moments when the 911 operator couldn't talk to anyone.
The police never came out but they made dang sure it was an accidental dialing and not a real call to them.
