A Oxford comma doesn't change the ad at all. There is a comma after accelerated, which means they offer accelerated. Then IPC and BFR. The Oxford comma would be after IPC, and it really doesn't change the ad. Anybody that knows what a comma is for (no offense to the OP) should understand it's not an accelerated IPC.

Western ma has the Berkshire mountains and sees its fair share of imc.

Plenty of IMC available.. there are a handful of summer storms to look out for and naturally in the winter you have ice to think about..

but as far as receiving good instrument instruction I would wager New England is a great place for it.. certainly much better than Southern California or Arizona..
