Will a diagnosis of Hepititus C prevent someone from getting a private pilot certificate?

For initial medical issuance, Hepatitis C requires deferral to FAA HQ, but after evaluation by them, issuance can be made.

It will if it's active. If it's in silent quiescent phase with adequate remaining liver function, it will be Special issued.
