FCC General Radio Operators Liscence for a shop

This is really a tech question. The FCC General is required to work on shipboard and aircraft radios. I hold one but don't have the radar endorsement. If you read 91.413 it says transponder checks must be done by a repair station that holds a Class 3 radio rating. When I look through FCC rules I see they are still required.

I don't see any reference to the radar endorsement but, shops I supported in the past required it for the Techs.

Does anyone know if you need to hold the radar endorsement to check transponders?

Does someone in a class 3 repair station need to have one?

Anybody got a good regulatory reference?

For Part 91.413 tests and inspections, no, and no GROL needed either. CRS repairman or an A&P authorized under a CRS can perform these specific tests and inspections.

If they will “adjust, maintain, or internally repair” a transponder, etc., yes. For example, there are non-CRS shops where the technicians only have an FCC GROL but no A&P or repairman but can still legally work on aircraft radios, etc.

If you’re looking for an FAA reference, I don’t recall ever seeing one. The FAA expects the CRS to handle any other regulatory requirements outside of CFR Title 14. Same as with if an aircraft radio license is required or not.

Odd as it sounds, I am literally asking on behalf of a friend. He's spending a pile of money to start a part 145 repair station and has purchased a bunch of avionics ramp test gear. When I asked him about the Class 3 requirement he said he's leaving all that to the consultant writing his procedures. It just made me really curious and I'd tell him if I thought he was painting himself into a corner.

The only corner I see him getting into is allowing a consultant to write his manual without knowing whats in it. Bad juju in my experience.
 
I can't point to a regulation, and our RSQM was written and approved well before I joined the shop, but we have no requirement for GROL's. I have my A&P and am designated by our roster to do certs, and if any transponders fail, we either send them off to a shop that repairs them, or find a replacement if able.
