They were there before. When I worked at the Cape they had to come to investigate several death on the LC39 pad. There was a fueling accident. I seem to recall 4 workers perished. It was a run up for STS-1 if memory serves. Might have been a later one but definitely STS-4 or less. Hydrazine was venting and several workers had not realized what was going on. They walked into a cloud of the stuff without ANY protective respirators. They never had a chance. That stuff is nasty.
