Some places I've lived you had to have a business license to sell anything retail.

Sure, but that was for selling fake parts. Nothing in the Federal regs prohibiting anyone from selling aircraft parts as long as they're genuine (general state business licensing laws notwithstanding). People without any special license sell avionics all the time -- I sold an old transponder to another pilot two years ago.
