Professionally assembled IFR panel with MGL Challenger EFIS display, G5 backup and G175 navigator, engine monitoring, ADSB, AOA, Trig a/p, heated pitot, xpdr and com. AeroLED nav and strobes, HID landing/taxi, 406 ELT and beacon. Intended engine was 160hp O-320, but other engines possible. Age and health force me to sell. Depends on quality of the build.
 
A few years ago I sold a complete RV-9a for around that price. It was IFR, GTN650, Trio pro pilot, 0-320 with around 200 SMOH. Prices have gone up of late, but I would say no deal.

This is the RV I owned and sold in 2016.
Prices of many items have gone way up since then but still I believe the RV being considered by the OP is well overpriced. At a minimum I would want an engine and prop included before considering it at that price point.

Priced high, but probably withing a negotiable range of fair. It's 35k of kit parts and there's an IFR panel already built, so probably 50-55k in material. Completed, might sell for 150?

You can get a flying -6 for not much more.
 
First, the asking price isn't necessarily the selling price. Second, there is probably 1,000 hours of work left in this airplane. Third, the panel is kind of a low end panel these days. I hate to say that, 'cause panels don't make airplanes fly, but a lot of prospective builders are gonna look at that panel and devalue the project, 'cause the first thing they would do would be rip out the panel and replace it with Dynon or Garmin. For those buyers, that's a value killer for this project.

Is it worth $65K? He's probably got $40-45k in it, plus a over a thousand hours of labor. If I wanted an RV-9 and was happy with the panel, I'd offer $50K and see if I could net out at $5-10k less than the ask.
 
I wouldn't pay much over the kit price, indeed a little less depending on how it was put together.

I’d call and confirm the price isn’t $65,000 Mexican Pesos…or ask if you can place a deposit to hold this price until we get super-inflation in full swing…or see if he is interested in trading for some quality hog dogs…or ask what drugs he is on and who his doctor is…

Some RV project sellers seem to be pricing in a premium for immediate availability these days, but I'm not sure buyers are willing to go there.

We were interested in your RV9 back then. Looking at the asking prices right now we should have bought it instead of our Mooney… ;)
