Are you talking about the elevator trim tab (which has the more traditional piano type hinge) or the elevator itself (which while a "hinge", is composed of bushings and bearings) ? Tim's answer is certainly correct, replace the worn parts, but replacing the bushings and bearings in the elevator is easier than riveting in new hinge halves for the trim tab.
