Yup. That’s a feeder route. The others are segements of the Approach. The PRB HOVLI feeder does not say NoPT, therefore it is required
A feeder route is neither fish nor fowl in the wonderful world of the FAA. It is listed on the 8260-3 as a terminal route, but without an IAF. And, it is not an airway. So, is it a non-segment part of the approach? Obviously, it is a part of the approach or it wouldn't have a course, distance and altitude.

Were you on the AOPA Forums a number of years ago when someone posted about his experience taking off from the Grand Canyon airport IFR and busting through the SFAR 50-2 airspace and No Fly Zone because he was expecting radar vectors and flew runway heading instead of his clearance? He had learned to fly, and had his instrument training, in the midwest where everything is radar vectors but his instrument rating was still good worldwide and he decided to venture to the great southwest, an area for which his CFII had not adequately prepared him.

Instrument pilots need to understand non-radar procedures, even if they normally fly in areas where radar service is the norm.
Rock science this is not. He should have flown his clearance. Is there anyone here whose CFII told a student to do WETF he wanted to do instead of the clearance he got from ATC? I think not. It's all on him. Read back the clearance, get your release, depart, and contact departure.

Feeder routes take you to an IAF.

Not much of this flying stuff is rocket surgery...but there are people whose certificates say “English Proficient” that clearly they aren’t.
