I don't think they're lossing that much. IIRC one option is to pay interest only for 10 years.

Illinois bank regulators on Thursday tried to prohibit Countrywide Home Loans Inc. from making new mortgage loans in the state, saying they would only allow the company to restructure the loans of existing customers.

But Countrywide, now owned by Bank of America, plans to open for business as usual on Friday, saying it has no intention of following the state's decision.
