Are there any insurance companies that insure uncommon ELSAs at a reasonable rate?

I was looking at a Quasar ELSA that seemed like a perfect fit for my mission. Enough useful load for 2 people and an HKS700E that burns 2.4 gal/hour in cruise.

But, after requesting insurance quotes, I think I have to move on.

First, my broker could not find anyone to write the policy so she recommended Avemco, Avemco refused so they recommended EAA, the EAA quote came back at an exorbitant rate.

$5K/year for exactly the same coverage (at $35K hull) as I paid less than $1k/yr for my Yankee.

$2K/year liability only.

Would these rates realistically go down after logging some time? How far should I expect? I would like to own and fly an experimental, but the insurance rate (for full coverage) on this paid off LSA would be just as much as my annual loan payments were on my financed Yankee.
 
$1548/year on an E-AB taildragger LSA (Merlin GT, Rotax 912). $20K hull. I have a bit over 400 hours total, 350 tailwheel, 240 make model.
Insurance through the Forrest Agency, Forrest Park, IL (all by phone, mail, never been there) underwritten by AIG.

I was expecting closer to $2K/yr (because this is a tricycle gear). I am considering flying the plane 10-15 hours before insuring it, in fact I was planning to go liability only for the first year (with a $1K budget) if hull was over $3K. I never considered the possibility of a quote that high.
