Definitely not to the point that medevac flights and the like were grounded. In fact, most GA should not have been grounded. And once it was, it should have been restored immediately have a quick initial threat assessment of what was going on. But our government was frozen in fear. Some may say it was an over abundance of caution but in reality it was a matter of not being able to make sound decisions quickly. The government pizzed its pants.
We all know the attacks used airlines and subsequently airline operations and security are what have been changed. GA has not really had any adverse changes besides the silly TFRs. Why? Because GA is not really considered a threat. So why was it shut down? No good reason.
And why is GA being hampered by these silly TFRs? Did a GA plane attack the location POTUS was at that day or any other day? No.
Heck, by the time the all stop was issued, the attacks were finished anyways. It really didn’t do a damn thing.

The biggest reason for the total shutdown was the massive confusion. They didn't know how many other aircraft were out there. Any aircraft that lost communications was considered a potential threat, the military was intercepting aircraft all over the country. When you can't tell the sheep from the wolves, the easiest thing to do is empty the field. They didn't know the attacks were over at that point.
due to the ridiculous month long light airplane shutdown after airliners crashed into buildings, a couple local CFI's came to work at my dad's pizza place, because they still needed to pay their rent and buy beer. As a result of that I decided maybe I should become a pilot. So i guess it wasn't ALL bad, but it was 99.99% stupid

And, so far, has set their "cause" back more dramatically than the inexorable march of civilization that was grinding it down anyway. The 14th century an't coming back.Got my student visa to come to the US the week before 9/11 and got to the US on 9/19, one of the first flights from Amsterdam to the US after the shutdown. The end of that dream came shortly after that, my flight school went belly up, there wasn’t much hope for a job in aviation. Took me almost 17 years to decide to finish what I started back then. Onwards!
Like in the market crash in 2007 when the auto execs got roasted on Capitol Hill for having flown in business jets to get there. Have mercy. Let’s punish ourselves for having such a successful Aviation economy.
