According to the latest Sport Aviation, Apple sells an iPhone app that can track and identify ADS-B equipped airplanes by simply pointing the phone at them.

What a boon for noise NAZIs and anti airport nuts.

"Hey Mr. FDSO Inspector N1234A was flying 50 feet over my house I mean if he wasn't that low how could I read his number?"

Or you come home from the airport, and you house is being picketed by the anti airport crowd, with the 5:00 O'clock news asking you why you disturb the poor sleeping babies with your dangerous noisy airplane.

But that's not a ADS/B benefit - it's already possible to do this today. Well, kind of, as the FAA is artificially delaying live radar data. I imagine they would do the same with ADS/B data.

ADS-B also includes altitude data. If the FAA had an ADS-B receiver in the vicinity the FSDO would have independent verification of the aircraft's altitude. I can't believe I'm saying something nice about ADS-B, but in this case it can help weed out frivolous complaints.

In Europe the iPhone app is based on an independent network of ADS-B receivers. There is no governmental ATC data feed at all so a for-profit company has organized the network and sells the data to subscribers. And ADS-B (1090ES) is already required in a large portion of the fleet. The app doesn't work very well here in the US right now - there are few independent ADS-B receivers and few ADS-B aircraft.

Other than federal law (likely pretty much unenforced) nothing. AFaIK the entire ADS-B structure is unencrypted and subject to all sorts of spoofing as well as precise flight tracking by undesirables. I can see the potential for all sorts of possibilities ranging from harmless pranks to serious terrorist type actions.
