Looks like non-airlines are still OK to go since it doesn't say all flights, and there's a local guy out doing maneuvers at the Class C and he launched after the statement was issued.

7:20am, local ARTCC on radio in air “I can give you FF no higher than 17.5 but you are not going to get a clearance this morning”
