    I still remember a skit I saw on the old "Dean Martin" TV show in the '60s. Dean and another man (George Jessel?) were dressed as monks. The skit began with a voiceover saying they belonged to an order that had taken an oath of silence, and they were only allowed to speak for five minutes...

    Certainly true. But the *Agencies* involved were dissolved...those specific Federal programs were dismantled, the bureaucracy broken up. Which was germane to the original question. I must point, too, out that the legacy of those programs remain. Many of the facilities of our national parks...
