    I don't know who wrote that, but someone should point out to him that a ship like the ACX Crystal doesn't HAVE "high speed". I'm not familiar with the ship itself, but such a vessel is probably no more than 16 or 17 knots full speed. Richard

    One of the exceptions to the "Give way to the vessel to Starboard" rule is the requirement to defer to vessels "constrained in their ability to maneuver".
