    Where are you getting this information? If the UAV uses a launcher and a trap wire, they don't need to operate from an airport. They can operate from any open area. I don't know where they came up with the SSI, but the only way they can restrict airspace is with a TFR.

    The only wind available to controllers is from 30 ft. above ground level at an airport. It helps for takeoffs and landings, but the wind at altitude can be significantly different, so really no use to a radar controller.

    Really? You are sitting at an intersection and a car making a left turn cuts the corner, essentially nose to nose with you. That motorcycle is not going to magically move to the right without also accelerating toward the car.
