    I will look into that. It is what I was taught when training to be an EASA instructor but I never actually verified the info. Good question.

    In fact, EASA low vis departures require that the pilot count and confirm the number of lights they can see before they can begin the takeoff roll.

    I'm guessing @Tarheelpilot used the word adequate as a shorthand. Adequate is not a legal term nor a term of art. Operations below DA/MDA require that specific conditions are met. See 91.175(c)(3).

    Are you referring to FSS briefers. If so I find that it helps to remind them that I am PIC and they are the briefer. "I tell you what, you brief and I'll decide." Seems to work.

    Lender restrictions are state specific. In general they are free to impose whatever requirements they want unless some regulation prohibits it, which outside autos and residence contracts are usually pretty minimal. @midlifeflyer and @455Bravo are giving good advice.

    Keep in mind that pilots who have an ATP do not have a separate instrument rating (except maybe for a different class or category) the ATP is in itself authorization to fly IFR. So none of the airline pilots out there have instrument ratings.
