    My thought is that VFR means VFR and IFR means IFR, regardless of whether it’s VMC or IMC. I think you’d have a lot of explaining to do if you filed IFR and got a vector that would put you in a cloud and had to respond “Unable, I’m not legal for IMC.”

    I did it. I reported the surgery and brought the FAA 8500-7 that was filled out by the optometrist doing my follow up appointments. Issued in the office, no problem. That was before Basic Med was created. If you’re Basic Med I’m sure it’s even easier.

    Safety pilot scenario

    I think you could go IFR— the safety pilot doesn’t need to be PIC, that rabbit hole only comes up if both pilots want to log the time. You can be PIC and he is a required crewmember and can’t log the time as PIC.
