My G530W should tell me my distance from SNOWL. But what if I don't have a GPS? How do I know my distance from SNOWL? I could have DME, but that won't tell me how far away SNOWL is. I mean, 10 miles is a lots of room. But how do I know if don't have GPS?

I want to be that instructor in the future.

Actual weather conditions don't always match AWOS / ATIS / METAR. It's the actual conditions that count. OP said that he doesn't know for sure, and that he's basing his position on the reported weather, not the actual. It is completely possible that the other pilot did fly through IMC, but...

Everywhere that rents planes charges hobbs. The only place I have seen use tach are non profit clubs.

It is perfectly possible for you to be VFR, and the other pilot to be fully enveloped in IMC, and for the IFR guy to be vectored around you. The most plausible situation here is that you were both flying within the regs, and ATC was fulfilling their requirement to maintain separation.
