You should be absolutely certain because you are correct. There may be other state statutes involved, but USDOT regulations apply ONLY to interstate commerce.

I don't think I've ever seen anything that full of conjecture and hyperbole. Most of what is contained in that document are things they couldn't possibly know. The whole things smacks more of entitled prick and shyster attorney than anything else.
