Before you can say whether or not the noise will hurt his hearing you need to know how loud you plane is? Get a Decibel scale or App for your phone and see how loud you plane is at cruise. Then decide if he needs head phones or not, It might not be a problem.

A IFR cert. only certifies the instruments, a ton of discussions on it. As long as the instruments are able to and are certified, the aircraft is certified to fly IFR.

I agree that getting into and out of Destin is no issue, but reading the sectional and on online course can look like it will be intimidating. Both Jacksonville and Destin both have a lot of airports Public and Military. I'm wondering if most local pilots have taken the online course?
