The other thing you could try is to disconnect both ends of the wire and measure continuity from either end to ground. Reach up and move the bundle around while you do this. If there is a short, this may disclose it.

They are synchronized if you connect the two wingtips with a sync wire, but they are single (very bright) flash only. My aircraft had a sync wire running between the old Whelen power supplies, so I used it for the LEDs as well.
