For my trips through Canada you do need a "station license" for the aircraft. I had my free Radio Telephone Operators certificate from the 1970s. I did not have to pay for a new certificate. I was never asked to produce the certificate or station license.

Normally they require "checkouts" based on hours from a CFI with experience in the make/model. Good luck finding a CFI with experience in a C-150. Most of those that trained or instructed in C-150s are retired. Insurance Companies, not FAA drives the requirements.
