Those don't look too bad. Had you recently clicked on the Reset FEC Counters link? The counters are cumulative since last reboot/reinit MAC, so you'd want to reset them while the issue is happening to see if they're incrementing quickly. I suppose you could make a script to reload the status...

T3/T4? You are on a DOCSIS 3.0 cable modem? Do the log timestamps on your modem correspond to when the problem occurs? If it's really an upstream direction problem, they'll have to monitor at the CMTS for issues on the upstream channels.
