In California, the lack of any of the materials, whether powder, slugs, or primers is a problem. But not a bad idea to "roll your own" as you can tailor the grains (of powder or slug weight) to suit your style.

I'd check with an authoritative source (AOPA, EAA?) to see if you can import an LSA and have it recognized as a certificated aircraft. The LSA manufacturer might be able to tell you as well. In the US, a certified LSA relies upon original equipment the plane is certified with, a manufacturer...
