    OP, e-3 means "times 10 to the -3 power", i.e. move the decimal point three places left. It became common with computers, which don't handle superscripts. IIRC, I first encountered this when using Lotus 1-2-3 in the 1980s. Here is a Wiki page which addresses this; look about 1/3 the way down...

    Maybe you got lucky, but fuses don't usually blow for no reason. You may have a chafed wire which is intermittently shorting to ground and blowing the fuse. Time will tell.

    No, I have lived in SE Michigan for the past 23 years. Long ago I lived in Lewes, Sussex which is right on the Prime Meridian. If the world all went to Zulu time, I would then go to work at 1300Z, have lunch at 1700Z and go home at 2200Z. Would that be so hard to accept?
