    The hold could be as low as 2,000 feet. Because reception isn't an issue I don't know whether a flight inspection would be required. And, there could be other reasons that aren't documented. EDIT: The climb in hold evaluation would increase the holding altitude above my assumption of 2,000...

    Because this is an RNAV IAP, the airway appropriate to WATTR is T-268, which has an MEA of 3,000. I happen to have all the forms for this procedure, which I obtained last summer through a FOIA request. I did this because a good friend of mine was digging into the lack of straight-in minimums...

    Not sure what you mean by "cell hardware" or cell towers" in this context. I presume you mean the iPad without the cellular option does not have a built-in GPS receiver. I won't comment further because I am the toy boy.

    The road from Driggs to Jackson is awful during/after a winter storm.

    The weather comes from the west or southwest. Driggs is close but not a good alternate. IDA is a very good airport. Missed approach altitudes and icing effectively mandate turbine equipment. People do take it on in weather with piston airplanes, but they are pushing it.

    This is my favorite "E Ticket" RNAV. The original was sometime in 2003. The MEA crossing MORON is 13,500 to a sea level airport. It's mostly flown by turbine airplanes.

    Edit: At SQL the CTL would probably be the same on both IAPs. So, the charted them with the IAP that made more sense to have CTL.

    No. They circulated the proposal and let the pilots comment. I saved them at CNO.

    And, a whole lot clearer. The Silver Springs (FAA) troops got wrapped around their IACC charting specs axle trying to present local and remote altimeter and nominal/increased climb gradient.
