    Not in the US, and I believe there was a short period in the late 70s when the N number on the tail only had to be 3". This plane appears to be one of those.

    Making your own is a good way to get intimately familiar with the source material. There are other ways to do so, but will take just as much time. You can read the handbooks cover to cover but not only is that boring, but it's been scientifically shown to be the worst study method.

    I think I see what you're saying. But, even if it is random per hour, doesn't that mean airplanes with more hours are more likely to have cracking, thus are more likely to have a failure? Isn't that the point of the inspection requirement?
