    It's interesting the difference in wording. Para a1 of the AIM says "only" on known traffic. Para b1 omits that word. Regardless, the verbiage in the 7110.65 omits "only" and is the controlling document.

    My former facility had 121.5 at 4 (IIRC) different sites. All were monitored, most of time in the speaker instead of the controller's headset. Any transmission could be heard by most of the controllers in the area.

    I would recommend fly under. If your GPS fails, ATC can give vectors. If you need to climb for VOR reception, ATC can modify the floor of the MOA to allow a higher altitude.
