    Someone Else's Started Project?

Mostly done or just started? If I was concerned, I would ask the DAR that is likely to be inspecting it what he/she would expect. I believe the FAA suggests checking with the FSDO... https://www.faa.gov/documentLibrary/media/Advisory_Circular/AC_20-27G.pdf

    Avionics Master Switch Question

NC = normally closed. When you put power to the avionics contactor it opens - if you follow the diodes (current flows + to - in the direction of the arrow) the avionics connector opens when the ignition switch is in "start" or there is power on the bottom pin of the external power connector...

So, Why Do We Need EAGLE And ASTM, Anyway? (Avweb)

Octane number is not a hard and fast property of any particular fuel. The result you get depends on operating conditions. Two fuels may both test as 100 octane under a specified test condition but may not behave the same under a wider range of engines / operating conditions.

"This is Why We Don't Have Flying Cars Yet", Vol. 147

Just think about how allowing random people to build airplanes at home and maintain them on their own would result in flaming death raining from the sky!
