You're right, I misquoted the regulation and have edited my post accordingly. I don't consider his beliefs to be definitive. I'm just saying that the objective reality of whether he's under the influence of a drug that could make him unsafe to fly is not the same thing as convincing the FAA of...

I wish I had done this routinely on my student solos. Most of the time it wasn't needed, but I didn't know in advance when it would be.
