New Aerostat/Balloon east of Baltimore?

It looks like a new aerostat is going up east of Baltimore, up to 4921 feet. Anyone have any details about this?

Nice to see Essex Skypark (W48) is still around. I remember ferrying a PA-28-140 from Maine to there back in the mid '70s as a young pilot. I wonder if that plane is still flying.

Edit: I looked it up, appears the registration was canceled in 2021. Last known address in Crystal Minnesota.
